The restrictive turn in Dutch family migration policies, 1993-2005
In the 1980s, Dutch family migration policies were very generous; today, they are among the most restrictive in Europe. My aim in this paper is to investigate how and why this restrictive turn in policies came about. Based on a study of both parliamentary records and policy archives of the ministry of Justice, I will show that political parties were the main decision-makers in the policy-making process, and that the restrictive policy turn resulted from fundamental changes in the way Dutch politicians have 'framed' family migration as a policy issue
