Incentives versus Transaction Costs: Regulating Construction in the Third Reich
| Thanks to the theoretical analysis of the incentive structure of different regulation schemes it is now widely believed that the introduction of fixed-price contracts explains the impressive productivity growth in German armament industry during World War II. In the German construction industry, however, the regulating scheme actually changed from auction to cost-plus contracts. Following the recent findings of Bajari/Tadelis (2001, RAND Journal), I will show that this unexpected development can be explained by the increasing importance of transaction costs.
