Scaninavian Welfare Politics - universalism or wage-earners paradise?
| The paper will present results from my newly in Swedish published book about the Norwegian and Swedish social security systems 1880 – 1980. In this paper, I intend to discuss the question of coverage of the social securities. In earlier research it is widely assumed that Scandinavian Social Democrats were promoting the principle of universalism I e that all citizens should be covered by the social insurances. But I can show that originally, the labour movements in both Norway and Sweden were defending the interests of the age earners, and that it also within that category exceptions were made, due to controllability. The paper will cover the crucial period from the 1930’s until 1980.
