The councillor's dilemma. Political competition in third-century Roman Egypt
This paper addresses the nature of political competition in the small cities that dotted the Roman world on the basis of the evidence from the papyri of third-century Roman Egypt. I argue that political competition was largely an internal affair of members of the local elites; that competition centred on nomination to office; and that competition was negative: it centred on office avoidance, not on office holding.
