The European Monitoring Centre on Racism and Xenophobia (EUMC) was established in 1997 by the European Union as an independent body to contribute to combat racism, xenophobia and anti-semitism throughout Europe. The EUMC works with the Council of Europe, the United Nations and other international organisations. It has the task of reviewing the extent and development of the racist, xenophobic and anti-semitic phenomena in the European Union and promoting "best practice" among the Member States. It will set up a European Racism and Xenophobia Information Network (RAXEN). RAXEN wich will be an instrument for collecting and collating data and statistics from the National level to a central unit of the EUMC. The EUMC will on this basis develop a European database for conducting research, disseminate information and implementing knowledge transfer in the field of racism, xenophobia and anti-semitism. It is the aim of RAXEN to bring together all the forces in Europe in the field of racism , xenophobia and anti-semitism and establish an instrument for change. The Monitoring Centre has also been organising "Round Table" discussions and is beginning to undertake research initiatives. The Centre complements and supports ongoing activities and new projects of existing organisations bringing added value to the overall work to combat racism, xenophobia and anti-Semitism.
